The person who smokes Pall Mall rears birds. the brit lives in the center red house and also smokes pall mall and drinks milk (cats?). Rear also means behind which could be hinting that the german has the birds sinse the brit house is behind the german, leaving the fish in the norwegian (yellow "first" house). Draw a picture.
